Noe has direct insight into the internal workings of the U.S. Senate, the White House, and multiple U.S. government agencies. He served as a Senior Policy Advisor to Majority Leader Bill Frist (R-TN) and as a political advisor to the President. In his role as a Senior Advisor of Public Affairs at the U.S. Treasury Department, Noe was a key advisor to two Secretaries of Treasury and worked closely with Senior level White House officials to implement big policy initiatives on both domestic and international policy, such as three federal income tax cuts, the partnership for prosperity, and working through 9-11 and the aftermath of that crisis.
Noe joined SIGNAL after two years as Principal and Co-Founder of Monroe Strategies. He currently serves as President and CEO of the Border Trade Alliance, which supports international trade in the Americas and the U.S. southwest border region. Noe has been recognized as one of the “100 Most Influential Hispanics” by Hispanic Business Magazine, and profiled by NBC’s “Hispanics Today” for his influence on national policy issues.
A native of San Antonio, Texas, Noe is a graduate of Texas A&M University. While dedicated to his work, Noe treasures his Sundays, which he reserves for his growing family and an occasional hunting trip.
