Client Issue: Securing a Contracting Win
A federal agency initiated a process to eliminate a critical federal contracting program at dozens of sites across the country.
SIGNAL worked with a coalition of vendors to prohibit the agency from moving forward, engaging in grassroots efforts with their employees to engage members of Congress locally and ask them to weigh in against the agency’s intent to eliminate these services. We complemented those efforts with direct engagement in the House and Senate to secure key congressional champions to halt the agency’s efforts through letters to the administration, engagement during congressional hearings, and provisions in various pieces of legislation in both chambers that prohibited the agency from eliminating the program.
We were successful in enacting legislation that prohibited the agency from moving forward with the elimination of the program for an additional 16 months and prohibiting action without a comprehensive analysis on the potential effects of program elimination.
